How can a department head or authorized users create a new user even if they are not a super user?

Profit.co allows the department head or the authorized user to create new users for their department directly from the OKR list view page.
Why this feature?
To reduce the reliance on the admin user for adding new users to their own department. The department head or the authorized user can add users to their department if they are given access.
Note: This feature is available only for Profit.co “Enterprise” plan
Step 1
Navigate to Settings → Security → User Access and enable the toggle “Allow department head to create/edit users” under the Manage Users category.
Step 2
Once the toggle is enabled. The department head, who is not a superuser, can see the Manage Users tab in their OKR list view page.
Step 3
When they click Manage Users, they will be redirected to Adding Users under the Particular Department, as shown in the image below.
Click on the + Create User button.
After entering all of the user's information, select Create to add the new user to the department.
