What does Percentage tracked Key Result imply?

You may not have any KPI in your key result , you just want to track the completion or it can be a binary outcome. Some examples:
- You want to establish customer allocation plan
- You want to onboard 10 employees.
- You want to launch 5 integrations for your product
- You want to conduct 30 interviews
