- CPI > 1.0 — delivering more value per dollar than planned
- CPI = 1.0 — delivering exactly as planned

Why it matters: A project spending exactly to budget but delivering less than planned has a CPI below 1.0, which standard budget reporting would show as green. What it is: A schedule confidence score that accounts for cross-program dependency risk, not just individual project timeline variance.
Why it matters: A program can be on schedule individually while being at high risk of delay because a dependency in another program is slipping. Standard schedule reporting shows each program in isolation. Dependency-adjusted schedule confidence reflects the portfolio’s actual delivery risk accounting for cross-program dependencies that individual project status reports cannot capture.
What to ask: “For each program with active cross-portfolio dependencies, show me the dependency status and the adjusted schedule confidence score. Which programs are currently at risk of schedule impact from dependencies outside their direct control?”
