You can make the manager comments mandatory when their rating is different from employee rating in the performance review in Profit.co.
Step 1
Login to Profit, and from the left navigation panel select Settings → Performance → Reviews.
You will be directed to the Performance: Reviews page.
Step 2
Enable the toggle Manager comments are mandatory when the manager’s rating differs from the employee’s rating.

Emma Gilbert has submitted herself self-assessment and her manager Jack Harvey is now giving a rating for Emma’s competencies.
Though Emma’s self-assessment on her technical skill is commendable, Jack feels that her performance is satisfactory and needs to be improved. So, he gives the rating as satisfactory.
Jack enters only the Overall Rating and submits the rating. Once he clicks the Submit he gets an alert.
As the setting for manager comments is enabled, Jack has to provide comments on Emma's competencies where his rating differs from the employee’s ratings.
After providing his comments, Jack can submit Emma’s performance review.
